MRH Consult - Debt Collector lawyers a law unto their own

I am being harassed by a lady called Thulisile from MRH Consult a debt collecting lawyer employed by the CoT. I have a written arrangement approved by the Director of Debt Collections of the CoT. Just got a text message from this lady Good day .

You have ignored all previous requests for payment of your overdue City of Tshwane Account. Your Failer to pay an amount of R 38 259.53 for the account 2031705671 within SEVEN(7) days will results in the termination of your services. Meaning she has the legal right to override a written legal agreement with DIRECTOR within the CoT to arrange for disconnection. Bearing in mind I have not defaulted on my arrangement ONCE since it was signed. Making me wonder if they in other words the consultants get a portion of the money recovered
