Unpaid inheritance

My experience is with my Niece, her father passed away and left them money that they were supposed to get when turning 18 years old, the older brother got his without any problem because he was not dealing with this Company, but the daughter turned 18 last year, she submitted all the necessary documents last year October, up until now nothing is happening, when ever she calls she get different responses, sometimes they say documents are not clear, after sending documents, then she find someone else and is told a different story, in December was told to wait for 14 days. January, same story, I don't know how many 14 days she was told to wait. In December they gave R15000.00, they want to give her the money bit by bit and the next thing they will tell her the money is finished. They don't care if my sister and my niece have got money to phone or not, she is taking her pocket money for school to call the office every day but she is not getting any help, at times the phone won't even be answered, this is so sad and they don't know how other people are struggling, can they just put their selves in other people's shoes and do the right thing. They don't even want to tell her how much is she going to get, I'm not sure if they are taking advantage because that is a child or they want to take the money for themselves, today my niece called the office and was told that they are not doing payment anymore, payments are closed , she was left confused and didn't understand what that meant. Every time is a different story, they don't even think that to some people it's very difficult to put food on the table , it's even worse to buy airtime and call people who won't assist you and don't even care.
