Need a Car slow to respond & resolve

My husband, Johan Rheeder, made an offer on a VW Polo TSI. The offer has been accepted on 29/03/19 - he received an e-mail stating the offer was accepted by the owner - TeesO. Until this day the owner has not made contact to arrange viewing however my husband send him a personal message on Need a Car after a week asking when he can come and view the car. I sent a couple of e-mails to Need a Car asking them what their policy is on time frame for the owner to make contact. They just reply back that we must wait for the owner to make contact and that there's no policy on time frame given to the owner. How can they not have a time frame for the owner to make contact? So what they are telling me is that the owner can contact my husband after a year to come and view the car? I think this is a real scam and should be investigated as Need a Car is too useless to do it.
