ALWAYS EMPTY PROMISES

Tobie helped me to refurbish a pool and install it into the ground. When he asked for deposit, i immediately did a payment into his account. When they were about to finish, he then asked again for the rest of the money to finish the job, and once again I did a payment into his account that day. But since February when the installation was done, i could not use the pool because of the pipes leaking and water level dropping too fast to keep the pump running. I've been messaging him asking him if he can please assist me in fixing this problem, but it's always empty promises since February until now.
