Doesnt pay contractors for work done, keeps making excuses and then blocks you not to contact him

Non Payment of Commission
They promise to pay you 30% commission successfully finalizes transactions. Then after the deals is completed and my commission must be paid, my emails are blocked and calls rejected. Maybe the Ombudsman should be contacted, if they cant keep to such simple agreement, how can they give professional financial planning or investment advice?
