Bad customer service

No customer or customer etiquette. Called the owner Andre and asked if he could provide me with a quote. He advised me that he will come in the week. Gave him a call the next day and asked him if he is still coming. He advised he will see me at 13:00 on the sae day. I have been trying to call him everyday since then and sending him whatsapp messages. He blocked my number. I called him from another number and he was so rude towards me. If he was unable to do the work all he should have said was he is unable to, not be rude and tell me go and get someone else.
