Scam or poor customer service

I ordered 2 pairs of shoes in the beginning of March and until now I have not received any thing. I have wrote many emails asking for help but nothing has come of it, all I get is an apology for the delay and promise to ship my order with a tracking number that has not changed/move since 31/03/2022. Please help me
