Plumber Charged for Hours Not Worked and Left Job Incomplete

I would like to raise a complaint regarding a plumber(Mbedzi plumbing) I found through Snupit. The plumber explained that he charges R950 for the first hour and R200 for each additional hour. He was at my property for about four hours, but during that time he was not consistently working. At one point he left the property to pump his car wheels and only returned later to continue with the job. He eventually managed to unblock the toilet, but the work was not fully completed. He dug a hole and said some piping still needed to be replaced, but he claimed he had left the pipes at home and would come back the following week. Initially he wanted to charge R1800, but after we complained he reduced it to R1400, which we paid. Now he says that when he comes back this week to finish the job, we must pay an additional R800. I feel this is unfair because he charged based on time even though he was not working continuously, and the job was left incomplete while we are still expected to pay more money. I hope this matter can be addressed so that other customers are not placed in a similar situation.
