I read a review about money that has been returned into people's bank accounts working through their respective bank fraud department. There is no need to go through the SAPS if the proof and timeline etc. is provided to your bank before 30 days have lapsed since the payment was made. However, after this period you will require an IBAN number etc. which you get from the SAPS and this now becomes a legal matter. I have fallen victim to this and talk out of experience since I was hopeful for more than 3 months that my money will be refunded.
