NO Consent given on billing activation

We have been charged R1400.00 now for the second month on our Telkom bill that we do not know what this is for. How can they activate stuff on your phones without any consent from you. Telkom is useless when you ask for help, how can I see what is activated and how was this activated without our consent. Who can assist on this I am not going to leave this for them to make money out of other people
