Owes rent, refusing to repair damages

PW Roos rented a side tipper trailer from me in November 2014. He then sub let the trailer to a third party without my knowledge.<br> He returned the trailer end of December in a unusable condition. At the time of this complaint he still owes me the rent that was due on the first of December despite several empty promises, IE: He maid the payment from an international account, I should just wait for the money to clear, only to follow up with another story<br> PW Roos agreed on 16 January 2015 to repair the damage done to the trailer and pay the rent for December, but failed to do either to date. <br> Getting hold of PW is near impossible, he does not answer his cellphone, except when i call from a number he doesn't recognize. Whenever i call to his office, I'm told he is busy or out of office and he'll call back, but he never does.
