Outstanding Licence Paperwork - No response

I bought a vehicle from River End Motor Vehicle Brokers in November last year for my wife.<br> There seems to be have been issues with the previous owner. But Riverend indicated that they have the licencing papers now.<br> <br> Its 2 months later and I still do not have the license to this vehicle. I paid in full. The license on the car is also expired. My wife will get fines for this. I have begged them in the last 2 weeks daily for the paperwork. They say its with another branch in Pretoria getting it sorted. I paid them more than R3k for the licencing. I am still waiting.<br> <br> They always seem to come up with some story. I have been very patient with them.<br> <br> I am not asking for much. I'm just asking for the licensing papers that should be rightfully ours..
