Owing of license fee money

We bought a Jeep from river end vehicle brokers. After receiving the jeep we battle to get the license as there were outstanding license fees. After the previous owner settle it in full, we went and pay for the license because the license expired. We send the costs to helen because we have already paid over to them R1900 for registration and lisense fees. Up to date we are only getting promises and not our money back. There are also parts of the roof that they still need to deliver to us.
