Extremely rude owner

After having the re-registration papers for a month, our camper is yet to be registered. We did the weighing, put it through the test and got the necessary paperwork. Every time we inquire, Rudi is not there or busy, but he will phone us back - which he never does. We now have to renew one of our other licences and are not able to do so, as the camper licence is still outstanding. I phoned Rudi, who was busy as usual. The receptionist got him to phone me back as I threatened to HelloPeter him. I inquired on the progress of the licensing as well as getting back the documents, to get the camper re-registered some where else. He screamed at me that: 1) we needed to pay him first or he can't do anything about the registration, he needs to have money in the bank to pay people before he can do anything 2) we can take out the licence of the other car even though the camper is still outstanding (which in SA can't be done - all your licenses need to be up to date) 3) it is not his fault if we get behind on licensing fees 4) he is making copies of all our documents and will ensure that our camper gets impounded if we try to register it somewhere else If Rudi just phoned back and gave us the quote, telling us he needs R1100 before going ahead, we would have gladly paid him.
