SPAM calls from VoIP numbers, ISP unwilling to help

I have been spammed by several VoIP numbers over the past few weeks, after some inquiring I found the numbers are provided by Session Telecoms ISP.

I reached out to the company, but they just blocked my contact details.

Hope there is a way these fraud assisting businesses can be penalized. Any help or guidance would be appreciated.
