Unfulfilled promise

The company exploit people into completing their surveys promising incentives and never pays I completed their health survey early February and till now no payment I have sent them two follow-up emails and they responded on the 18th of April promising to pay via PayPal till now they haven't paid the company should close or atleast just say that completing is voluntary than promising something you know you won't be able to pay how broke are you failing to pay a mere $5
