Top tile paint has no value neither will they help you

I bought a 20lt pva paint from top tile Uitenhage when I opened the tin the paint was rotten and not paint at all. I used to work for prominent paints so I know quality and I know what a bucket of water is. I returned the paint a week and a few days ago the refused to give me a full refund said they had to charge a handling fee which is insane because they decided to sell a bucket of toilet water. It's been more than a week every be time I call then the waiting period for a refund has a longer fulfillment date. This is unacceptable from a company offering value for money. I know excellent paint and I know b/s
