Due a refund since 2022

I paid extra money in 2021 thinking I was going to do my postgraduate diploma in 2022. I ended up not going ahead with my postgrad and asked for a refund 2022, where I was told I can't get it back. Last year (2024) I got a statement which shows VUT still owes and I tried to get the refund of R5.638,90. When I called and sent emails, I got redirected to everyone and then my emails were eventually ignored. Unemployment rate is high, can the institution hire people who'll actually work, rather than keep those sitting around doing nothing.
