Bad service

I submitted request of metric certificate re-issue on the 18th of July and was advised turn around time is 6 to 8 weeks, I went to the provincial offices and was advised it's still pending should wait 2 more weeks I must wait for an SMS even now nothing, I have been trying to call several times they keep on transfering me to different departments and while holding the line gets dropped the service is very bad
