Don't understand

No staff member at the bread section...went to help myself. Staff member eventually came around - NO apology or the like. Very unpleasant, very unfriendly. Asked to speak to the manager, said he was the manager - no further comment. Floor their is often dirty. Staff shouting from one isle to the other, cashiers are unfriendly, not polite at all, sometimes don't greet - unbelievable.
