CIDB pickpocketing SMMEs

CIDB is ripping customers off. I paid money for grading from CIDB level 1 to level 2-3

R2700 paid to CIDB and they say I ticked the wrong category on the form, I ticked the CE instead of the SQ therefore I forfeit the money I paid.

I must fill a new form and make another payment.

Why can't I fix the form and the same money paid allocated for upgrading.

How are small companies expected to grow if CIDB is unfairly tipping them off?

As it is CIDC is already having unfair standards of separating extremely many sections of CIDB

EG. I do fencing , fencing can have a brick portion and steel portion with electric fence and have the foundation crossing water pipes in one project. This means I need a list of CIBDs 1 for brick laying 1 for plumbing 1 for fencing 1 for electrical

Now when I grade I must only choose 1 CIBD SQ and not GB or GE or PE

Or pay different fees for each of them. How will SMMEs grow having to pay so much money
