Bad Service!

I have been trying to register the company I work for on the Compeasy to submit and Register our IOD's. This was more than 6 Months ago. I have spent numerous days at the labour dept office and NO ONE knows what is happening around them, no one is willing or able to assist and the systems are forever offline! so what now? The emails are being answered once a month maybe and the just inform that I need to visit the department,
