Citizen feeling unheard

I have been staying in a government house for 20 years however i have never received a title deed ive been trying to getting and asking if its possible to buy the property i was told no...im in such a state and dont feel safe since a lady has been coming to my house stating that she bought the property and i need to move out

I don't understand how this happened ,i need help please
