Service delivery and corruption

In March 2014. After I complain to Municipal officials (office) about my neighbor building a fence in my yard and no action was taken till today. After intense investigation my neighbor confessed /confirm that she and her husband was given part of my property by Mr. Lubbe which he is a municipality employee and a town planning manager. Many times I have asked the municipality manager to ask Mr Lubbe to come and sort out the mess he created but till today no one came here to sort it out or even send a letter instructed to my neighbor to demolish the fence they build in my yard. I asked Municipality Manager Visser why is he not doing anything about it, as the Municipality is aware of my neighbor violated building lines or encroaches. His answer was it is a private matter between two neighbors. I would like to know why the Municipality has town planning laws that govern the property. After all, it was municipality employee gave my yard away to my neighbor and the position of the building lines is determined by the applicable town planning legislation.
