Fire arms not stored in correct way

My father passed away last year and firearm trust came and collected the firearms for safe keeping until we can apply for the licenses . My brother went there the other day to get all the paperwork to start applying for the licenses . He asked if he could have a look at all the firearms and found them all to be cocked which is wrong by any standard .
