Debt Review Clearance Not Done

Good Day Me and my wife applied for deb counselling with With Jacob Ramonti in 2014 . we paid all our debts in 2017 . we contacted him for the clearance, he cleared my name and not include my wife . when i contacted him he said it was mistake and he will fix it . since 2018 till now he keeps will fix it. he later said he has done it , we contacted compuscan and they confirmed they have never receive any email from him . I also contacted him last week for the same issue , he said is done, I send him a credit report showing his Name in the flag , he then disappeared. We cant buy a house for our children . please assist. Iam not sure why is he still registered with NCR While people are facing similar issues.
