No glo party

These people sell party goods. We bought 3 "PAINT GLOW" body paint tubes from them. Description: Glow in the dark; Glows for hours; Creates its own light; For special effects only. Guess what, it does not glow at night (its reason for existence). Were going to paint easter eggs for a night hunt. Party City will not refund, only give credit. I do not want credit, I want a refund. Both matters, refund and incorrect packaging are CPA violations.
