Mangaung Metropolitan Financial Mess

Sold a property in Mangaung Metro about 5 years ago, paid a lump sum to cover expected levies and water use in advance and never received the balance. The new owner registered at Mangaung and pays levies on time.

Now, 5 years later , I am being harassed by the Hahn debt recovery section for an outstanding water account north of R150,000. Despite the new owner resolving the issue directly with Mangaung, I still receive calls and three SMS messages per week - seems the Mangaung Finance section is in disarray while someone must collect a lot of money for chasing non-existent ¨overdue ¨ accounts.
