doesnt want to refund or open website

I bought  a website from this person and she did some extra work on it so I owed her R800 as a result she locked the website, i then offered to pay her R300 she accepted and agreed to wait for the balance said she would open up the website straight away, then when i started contacting her she started complaining that she did have a family and was doing it as a favour and in a voice mail she admitted """she had not paid the server in a while"" note she said she  had no paid not me. Then she says i owe her R2200 and she will open up the site, I refused and told her to refund the difference from R3200 less R300 paid its with the ncc and she is just ignoring them its gone for investigation with them and they are going to fine her for non compliance.  Hello peter do not remove this post again as she is in the wrong here
