They phone me and tell me that they will sent me a phone and data I try calling them but their phone is not working and now they are going to debit on my account without a phone and data

I was promised to be refunded by kandua everytime they is a new story with no refund.i even ask for their contact number to contact them direct and I was told y I need their contact number I am allowed only to communicate with them on WhatsApp
