No response after 4 emails

I went to SEDA in January last year to register a new business.<br> I've sent 4 emails and every one gets sent back as undeliverable because the recipients mailbox is full.<br> I cannot start my business without the registration documents.<br> Is SEDA really there to support small businesses or obstruct their progress?
