Order not honored

I ordered product that were advertised in July,I ordered on the 23rd of July, they were going back and forth about it and eventually I received the below email on the 1st of September. So I order July and in September I get told about the month that is finished...is it end July or August? How long does it take to get these products or are they being imported...Why advertise if you can't deliver?:
