Terrible service at Site Step Polokwane CBD

First time I learned that a store in South Africa doesn't do refunds. We bought a pair of sneakers at Side Step Polokwane for our son. He was not happy with the sneakers so we took them back only to be told the do not do refunds. This is against Consumer Protection Act and has potential reputational damage for Side Step and it parent company Pepkor. We bought 58 inch TV from HifiCorp and Cell phone from Pep Store and another pair of sneakers from Tekkie Town this week alone and I'm wondering if this is the same treatment I'll be getting if say the TV gives me problems. The lady who claim to be the manager retained the sneakers and said she will try to sell to someone then we can get our refund. Now we don't have our money and the sneakers. Please tell me if this is acceptable
