Where is my 2019 IRP5

On day 15 June 2020, i went to SARS for my tax affairs and only came to find upon investigation that my employer did not submit my 2019 Irp5.

When I called the HR department (DOD, NAVY in particular).

I came to find that SITA has not printed 2019 IRP5s, so to me it brings to question as to how will an employee do his/her tax returns without the employer having not submitted his/her IRP5.
