Complaint on non service delivery

My review this morning is more a complaint/non service of basic human services such as sewerage and sanitation in the area of Chatsworth a suburb of Malmesbury as residents we pay rates and taxes inclusive of our municipal bill but we don't get the basic human service of sewerage and sanitation and what makes this issue painful is that down the road the same municipality has a RDP housing scheme where residents has all the basic human services and don't pay a cent for rates and taxes and within the same municipal district there is more of these schemes and nobody pays for basic human services, but we in Chatsworth that pays for these services don't have it, we need help, someof our residents even pay fines and are threatened with court cases because of breaking of services that we don't get, what do we do? Now I have emailed the mayor and the municipal manager but oppressive as they are they have not personally come back to me
