Total disregard of Rules of the Road & outside a school

Around 5.54am this am walking my dogs on CR Swart Drive & crossing the road at the pedestrian/zebra crossing outside Newton House & a response vehicle with 3 other passengers clearly not paying attention came close to hitting me & then by his own actions apparently believed he had the right of way. Clearly the driver in question has no clue about the Rules of the Road or cares. The vehicle is clearly advertising the security company's name. When the public are looking for a security company they don't only take R's into account but this kind of behavior as well. It's bad advertising & a clear indication of the arrogance of some of your response people who I certainly would not want anywhere near my property.
