Not so safe estate

When HOA tells you under 18's may not drive golf carts in the estate and 11 and 12 yr olds do ... was told they'd be fined as a home owner and now apparently the consent of the parent absolves the rules despite other parents not being informed or being asked consent. Shocking safety and security protocols (from a prior home owner in the estate, this says a lot)
