Bribery in the municipality

I was refused to apply for my learners license to day 11th January, reason given that the booking was full for the day. Actual reason, is because I complained of the people being allowed to cut the que, I saw the municipality workers taking bribes from people wanting to cut ques. She accused me of coming from a different area and really didn't want to assist me. After I was refused a booking, the employee continued to assist other learners to book tests. I was number 5 in the queue, from 06h30 until 14h30. Due to people cutting the queue without the employee questioning the people. There was disregard for people standing in the queue, a friend of mine was actually scared to complain on the fair of them failing him in the test.
