Account not closed after full settlement and telephonically request!! I was told they dont do reference numbers, now i still get billed for account fees monthly?!

Paid my account in full, phoned and asked to closed it a month ago. This month i get a statement charging me R24 for account fees?? I asked it to be closed?! Why am instill being billed when it was paid up in full?!
We migrated, SN on vumatel box has been allocated to someelse as it was not in use in the house we moved into.
